Abstract
ABSTARC
Narcotics abuse has become one of the biggest challenges to the security and welfare of society in various countries, including Indonesia. This phenomenon not only impacts the individuals involved, but also damages social and economic structures at large. Regarding the distribution of narcotics, it is regulated in Articles 35 to 44 of the Narcotics Law. Article 35 states that the distribution of narcotics includes every activity or series of activities for distributing or handing over narcotics, whether in the context of trade, non-trade or transfer, for the benefit of health services and the development of science and technology. The distribution of narcotics must be closely monitored because currently many of them are used for negative things. Apart from that, with the increasing development of information and communication technology and the spread of Narcotics which has reached almost all regions of Indonesia, areas that were previously never touched by Narcotics trafficking will gradually become centers for Narcotics trafficking as well. Likewise, young children who were initially unfamiliar with illicit goods called narcotics have turned into addicts whose dependence is difficult to give up. Thus, it is hoped that law enforcement will be able to act as a deterrent to the spread of illicit trade and the distribution of narcotics. But in reality, the more intensive law enforcement is carried out, the more the circulation and illicit trade of narcotics increases. Distributors can be anyone regardless of age and social strata in society.
