Abstract

Overcrowding in prisons has increased over the last few years and is a problem that is still difficult to overcome. These conditions have an impact on the development program not running well, lack of adequate infrastructure, difficulty in carrying out supervision, deviant behavior, oppression of fellow inmates, and the entry of prohibited goods or drugs. Drugs are included in items that are not allowed in the prison/detention area. The illegal circulation of drugs in prisons/detention centers is often carried out through officers, visitors, accompanying detainees, through rubbish carts, kitchens, etc. Drug smuggling within the prison environment is influenced by several factors, namely the prison population which is dominated by drug cases, economic factors, lack of supervision, the existence of needs, and the existence of an organized market within prisons/detention centers. Therefore, researchers want to discuss efforts to prevent the entry of prohibited items into prisons and their effectiveness. This of course needs to be supported by training and explanations regarding the roles and functions of each officer in detail to improve security in the detention center environment.
This research uses normative juridical research methods by referring to applicable laws and regulations. The basis of this approach is to study the theories, concepts and legal principles of laws and regulations related to this research. The scope of the research was carried out in the Ponorogo Class IIB Detention Center. Data collection was obtained from literature study and analyzed using descriptive analysis methods. The results of the research show that control over the circulation of prohibited items in the Ponorogo Class IIB Detention Center has been implemented in accordance with Minister of Law and Human Rights Regulation No. 33 of 2015 concerning Security in Correctional Institutions and State Detention Centers. However, these control efforts often experience obstacles in their implementation, such as a lack of facilities and infrastructure, a lack of visitor awareness of visiting regulations, and less than optimal supervision. Therefore, several improvements need to be made, such as increasing the capacity of prisons/detention centers, improving facilities and infrastructure, as well as improving the quality of supervision and service of prison/detention officers.
