Abstract

Imprisonment is a penalty involving the restriction of an individual's freedom of movement by confining them to a Correctional Institution, requiring them to follow all of the rules and regulations outlined therein. This research employs a normative-empirical research method, which essentially merges normative legal approaches, primarily focusing on literature studies (library research), with the inclusion of various empirical elements. Data collection methods include interviews, observations, questionnaires, sampling, and others. While the implementation of parole and probation at the Class IIB Ponorogo National Detention Center generally proceeds smoothly, there are occasional obstacles. The study concluded: 1. Parole and probation have been successfully implemented in the Class IIB Ponorogo National Detention Center. This is evidenced by the almost complete realization of parole and probation proposals in 2023. 2. However, the implementation of parole and probation at the Class IIB Ponorogo National Detention Center faces challenges and obstacles, including: a. Lengthy procedures for granting parole and probation decisions. b. Uncertain whereabouts of the prisoner's guarantor, or unwillingness of family members to act as guarantors. c. Prisoner disciplinary violations within the facility. d. Public rejection due to stigma associated with prisoners.
