Abstract
Gilang Al Faatihah. Citizens' Political Participation in the Implementation of the One Way Policy in Ponorogo Regency (Case Study: KH. Akhmad Dahlan, Sultan Agung, and Gajahmada Streets). Thesis. The one-way policy in Ponorogo Regency, intended to boost the economy, enhance urban aesthetics, and improve road safety and traffic flow, has instead faced criticism and opposition from citizens. Therefore, this study aims to: 1) Identify the forms of citizens' political participation in the implementation of the one-way policy in Ponorogo Regency. 2) Identify the factors influencing citizens' political participation in the implementation of the one way policy in Ponorogo Regency.
This study employs a qualitative method with an explanatory case study approach. Data collection techniques include observation, documentation, and in-depth interviews with relevant informants, namely the administrators of the Pergerakan Mahasiswa Islam Indonesia (PMII) Ponorogo Branch, the Wadah Antar Rider Ojol Kota Ponorogo (Warok Ponorogo) community, and the Perkumpulan Pedagang Kaki Lima (Perpek-5) community. The collected data is analyzed using Miles and Huberman's interactive model, which consists of three main stages: data reduction, data presentation, and conclusion drawing.
The findings reveal that citizens' political participation in the one-way policy implementation involves both conventional and non-conventional participation. Field observations indicate that non-conventional participation, such as demonstrations and petitions, was the dominant force driving policy changes. Factors influencing citizens' political participation include political attitudes, political self-confidence, social norms, opportunities for participation, dissatisfaction with the political system, and resources. Among these, political attitudes were identified as the most influential factor in pushing for the policy change. Strong rejection of the policy, demonstrated by various groups such as PMII students, online motorcycle taxi workers, and street vendors, successfully mobilized solidarity and concrete action. This opposition was expressed through participatory measures such as submitting official letters to the Regent of Ponorogo, conducting audiences with the Regional People's Representative Council (DPRD), organizing demonstrations, initiating petitions, and signing commitment letters with the Secretary of the Regional Government and DPRD. This research highlights that active political participation plays a critical role in influencing policy changes, as evidenced by the successful revocation of the one-way policy in the study locations. It underscores the importance of public involvement in policymaking to foster inclusive and equitable development.
