IMPLEMENTASI PROGRAM PENYEDIAAN AIR MINUM DAN SANITASI BERBASIS MASYARAKAT (PAMSIMAS) UNTUK MENGURANGI KEKERINGAN DI DESA SELUR KECAMATAN NGRAYUN KABUPATEN PONOROGO

Implementation of the Community-Based Drinking Water and Sanitation Provision Program (PAMSIMAS) to Reduce Drought in Selur Village, Ngrayun District, Ponorogo Regency. This program has a background, namely the drought that hit Selur Village, so the government has an initiative related to community empowerment through a program, namely the PAMSIMAS program. The PAMSIMAS program has a strategic role for sanitation and clean water, especially for communities, especially in rural areas. The aim of this research is to explain and describe the implementation of the Community-Based Drinking Water and Sanitation Program (PAMSIMAS) to reduce drought in Selur Village, Ngrayun District, Ponorogo Regency. The approach used is qualitative, primary and secondary data sources are obtained from interviews, documentation and observations in the field. The research results show that PAMSIMAS has had a positive impact on the availability of drinking water and sanitation, as well as contributing to efforts to reduce drought. Supporting factors that facilitate implementation include effective communication, availability of adequate resources, good and participative community participation, positive attitudes from implementers, and an efficient bureaucratic structure. On the other hand, inhibiting factors include community participation which has not been maximized due to lack of socialization, limited resistance resources from implementers, and late payment of fees. It is hoped that in implementing the PAMSIMAS program, regional governments and related parties will need to provide technical and management training to increase the capacity of managers, especially in the technical aspects of drinking water infrastructure maintenance and financial management.
