Abstract

The Indonesian government implements a village expansion policy to improve public services and
equitable development, as stipulated in Law Number 6 of 2014 concerning Villages. One of the
implementations is the expansion of the Pucak Mulyo Preparatory Village in Ngrayun District, Ponorogo
Regency, in accordance with Ponorogo Regent Regulation Number 37 of 2023. This study aims to analyze the
impact of expansion on governance and village development and identify the obstacles faced. This study uses
a descriptive qualitative method with data collection techniques through in-depth interviews, participatory
observation, and document analysis. The validity of the data is maintained through triangulation of various
sources, while data analysis is carried out with thematic techniques to identify patterns and changes that
occur. The results of the study show that village expansion contributes to improving public services and
strengthening village autonomy. However, there are still obstacles such as limited human resources in
governance, lack of supporting infrastructure, and limited village development budgets. In addition, the
effectiveness of supervision and coaching by the local government is an important factor in ensuring the
success of the expansion. To overcome these challenges, strategies such as strengthening the capacity of
village apparatus, optimizing budget allocation, and increasing assistance from local governments are
needed. These steps aim to ensure that village expansion runs in accordance with the expected goals and can
provide long-term benefits for the community. Overall, the expansion of the Pucak Mulyo Preparatory
Village has a positive impact on governance, infrastructure development, and community welfare. Despite the
obstacles, the right strategy can support more effective and sustainable village development.
