Abstract

Mulyadi. 2024. Peran Cabang Dinas Pendidikan Kabupaten Ponorogo-Magetan dalam Pengawasan Penggunaan Dana Bantuan Operasional Sekolah BOS di Wilayah Magetan. Skripsi Program Strata Satu S 1 Program Studi Ilmu Pemerintahan, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Muhammadiyah Ponorogo. Pembimbing I: Khoirurrosyidin, S.IP, M.Si.
Penelitian ini membahas peran Cabang Dinas Pendidikan Kabupaten Ponorogo-Magetan dalam mengawasi penggunaan Dana Bantuan Operasional Sekolah (BOS) di Kabupaten Magetan. Pengawasan ini penting untuk memastikan dana digunakan sesuai kebijakan guna meningkatkan mutu dan akses pendidikan. Penelitian ini menggunakan metode kualitatif deskriptif dengan wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa Cabang Dinas memiliki tanggung jawab besar dalam pengelolaan Dana BOS, namun menghadapi kendala seperti keterbatasan sumber daya manusia, kurangnya dukungan teknologi, dan komunikasi yang kurang efektif. Pengawasan yang tidak rutin juga menjadi tantangan dalam memastikan penggunaan dana yang sesuai. Meskipun demikian, pengawasan yang dilakukan berdampak positif terhadap transparansi dan akuntabilitas pengelolaan dana di sekolah-sekolah. Studi ini merekomendasikan peningkatan pelatihan, pemanfaatan teknologi informasi, serta peningkatan kerja sama antar pihak terkait untuk mengoptimalkan pengelolaan Dana BOS guna mendukung pendidikan yang lebih baik di Kabupaten Magetan.

This study examines the role of the Ponorogo-Magetan Education Branch Office in supervising the use of School Operational Assistance (BOS) funds in Magetan Regency. Effective supervision is essential to ensure that funds are used according to regulations to improve the quality and accessibility of education. This research employs a descriptive qualitative method through interviews, observations, and documentation. The findings indicate that the Education Branch Office plays a crucial role in managing BOS funds but faces challenges such as limited human resources, lack of technological support, and ineffective communication among stakeholders. Irregular field supervision also poses a challenge in ensuring proper fund utilization. Nevertheless, the supervision positively impacts transparency and accountability in school financial management. This study recommends enhanced training, greater use of information technology, and improved collaboration among stakeholders to optimize BOS fund management and support better education in Magetan Regency.
