Abstract

The importance of this research is motivated by the fact that the E-Link EMR innovation
contains data from the community or patients of Madiun Regency which includes, NIK (Population
Identification Number), BPJS data, patient's full address, and patient medical record data. So that
it is prone to data leaks or cyber attacks, there is a need for cyber security carried out by the
Madiun District Health Office to protect and maintain the data in EMR E-Link. This study aims to
understand the extent of public service innovation from EMR E-Link, the database collection
process and system, and the level of security of EMR E-Link at the Madiun District Health Office.
The theory used is E-Government proposed by Layne & Lee 2001 and Cyber Security Framework
version 1.1 as proposed by the National Institute Standards of Technology (NIST) 2018. This
research method uses a qualitative approach with the determination of informants using purposive
sampling and snowball sampling techniques. The research location is at the Madiun District Health Office and Dagangan Community Health Centre through interviews, observation, anddocumentation. The results showed that with the innovation of EMR E-Link and the Madiun District Health Office can guarantee and protect the data in EMR E-Link, the Madiun District Health Office received the Top Public Service Innovation award in the East Java Province Public Service Innovation Competition (KOVABLIK) for the general category in 2023
