Abstract

This study aims to analyze the effectiveness of the inmate development program at Madiun Class 1 Penitentiary in supporting social rehabilitation. The background of this research stems from the important role of correctional institutions in the criminal justice system, which not only serve as detention but also as a place of development to prepare inmates for productive reintegration into society. The research method used is empirical law with a juridical approach, relying on primary data from direct observation and interviews, as well as secondary data from legal documents and related literature. The results indicate that inmate development at Madiun Class 1 Penitentiary has been implemented through two main approaches: personality development and independence development. Programs such as spiritual development, packaged education, legal counseling, skills training, and inmate production activities have been proven to have a positive impact on changing inmates' behavior and their readiness to reintegrate into society. However, several obstacles to implementation exist, such as limited infrastructure, the number of counseling staff, and the negative stigma held by the community toward former inmates. Therefore, ongoing collaboration between prison authorities, the government, and the community is necessary to optimally achieve social rehabilitation goals.
