Abstract

This study aims to conduct an in-depth analysis of the prison regulations in place at the Class 1 prison in Madiun, East Java, and their impact on the community surrounding the prison by identifying the factors that influence prisoners' compliance with the regulations in place at the Class 1 prison in Madiun, East Java. The analysis used in this study employs an empirical juridical method with a sociological juridical approach, which comprehensively analyses the law and its impact on society with the aim of providing an overview of the social, psychological, and economic impacts of the disciplinary policies established by the agency.
The scope of this study is the role of policy and rules and regulations by the Correctional Institution based on Regulation of the Minister of Law and Human Rights Number 8 of 2024. The types of data used in this study are primary and secondary data. Primary data was obtained from observations and interviews to obtain in-depth information from officers at the Class 1 Correctional Institution in Madiun, East Java. Secondary data was obtained from literature studies relevant to the research topic. This study used qualitative data analysis techniques with a descriptive approach through several stages, including data reduction, data presentation, and conclusion drawing. The results of this study indicate that the implementation of disciplinary policies at the Class 1 Correctional Institution in Madiun, East Java,It has had a significant positive impact on the internal conditions of the correctional institution and on the community surrounding the correctional institution. The implementation of policies and regulations at the Class 1 Correctional Institution in Madiun, East Java, is considered to have increased the sense of security in the community, changed the perception of the community around the correctional institution towards prisoners in a positive direction, and encouraged community participation in guidance programmes, providing new experiences, motivation and hope, as well as having a positive social and economic impact. Additionally, the inclusive approach taken by officers towards the community on a large scale has opened new perspectives for the community regarding the acceptance of inmates, thereby facilitating the reintegration process for inmates who have completed their sentences at the correctional institution.
