This study aims to determine the effect of the Labor Force Participation Rate (X1), Open Unemployment Rate (X2), and Economic Growth (X3) on the Human Development Index (Y) in all regencies/cities in East Java Province in 2020-2024. This study uses a quantitative approach with secondary data sourced from the Central Statistics Agency (BPS) of East Java Province. The analysis method used is panel data regression, with the best model selection through the Chow Test and Hausman Test, which shows that the Fixed Effect Model (FEM) is the most appropriate model. The results of the study show that partially the TPAK has a positive and significant effect on the HDI, the TPT has a negative and significant effect on the HDI, and economic growth has a positive and significant effect on the HDI. Simultaneously, these three independent variables have a significant effect on the HDI in the East Java Province. The results of this study mean that increasing labor force participation and economic growth, as well as efforts to control open unemployment, play an important role in advancing the quality of human development. The conclusions obtained prove the importance of development policies oriented towards job creation, improving the quality of human resources, and inclusive and sustainable economic growth to increase the HDI in East Java.
