ABSTRACT

Inclusive development approaches play a strategic role in ensuring the fulfillment of rights and justice for all village residents, particularly vulnerable groups such as persons with disabilities, the elderly, and women. In the rural context of Indonesia, persons with disabilities are still often marginalized in development planning and implementation processes. Pucung Village in Wonogiri Regency is one of the villages that has initiated the implementation of the Inclusive Village concept as an effort to reduce inequality in access and social discrimination.

This study aims to examine the implementation of the Inclusive Village program in Pucung Village, identify the supporting and inhibiting factors in its implementation, and analyze the forms of participation and the impact of the program on vulnerable groups. The research employs a qualitative method with a case study approach. Data were collected through in-depth interviews with village officials, members of the Village Consultative Body (BPD), community leaders, and representatives of vulnerable groups, supported by field observations and analysis of village planning documents such as the Village Medium-Term Development Plan (RPJMDes) and the Village Revenue and Expenditure Budget (APBDes). Data analysis was conducted interactively through processes of data collection, processing, and interpretation.

The results show that the Inclusive Village program has been implemented since 2018 through various empowerment activities, including social assistance, productive economic assistance, and the development of Batik Ciprat “Karya Barokah,” which involves persons with disabilities. Vulnerable groups have begun to be involved in Village Deliberation forums and are supported by the development of disability-friendly facilities. The success of the program is influenced by the commitment of the village government and community support, although it still faces constraints such as limited budgets, human resources, geographical conditions, and remaining social stigma. This program contributes to changing community perceptions and encouraging the independence of vulnerable groups at the village level.
