This study focuses on a juridical examination of the effectiveness of correctional officers' authority in mitigating conflicts among inmates at the Class IIB Pacitan State Detention Center, with reference to Law No. 22 of 2022 on Corrections. This study employs a doctrinal approach, namely normative legal research, by examining legal literature, legislation, and legal doctrines concerning the primary duties of security officers in correctional institutions. Based on the analysis, the implementation of detention center officers' duties in preventing potential clashes is divided into three main functions. First, the supervision function involves intensive situational monitoring of residential blocks to identify potential disputes at an early stage. Second, the rehabilitation and guidance function involves providing mental and spiritual education, as well as character development, to help control inmates' impulsive behavior. Third, the mediation function involves resolving conflicts through two-way communication that emphasizes a persuasive approach and respect for human rights without the use of violence. The main challenges in practice include overcrowding, an imbalance between the number of officers and inmates, diverse emotional dynamics among inmates, and limited security-supporting facilities. Strategic solutions include strengthening officers' crisis management capabilities, implementing appropriate residential classification, and modernizing monitoring facilities.
