This study aims to identify the rights and obligations of detainees and inmates and to examine their implementation at the Ponorogo Class IIB State Detention Center from the perspective of Law No. 22 of 2022 on Corrections. This study employs a combination of normative and empirical juridical research methods, focusing on field observations, events, and phenomena based on the provisions of Law No. 22 of 2022 on Corrections. The results show that the rights of detainees and inmates as regulated under Articles 7, 9, and 10 of Law No. 22 of 2022 on Corrections have been implemented and fulfilled at the Ponorogo Class IIB State Detention Center. The study identified thirteen categories of rights, including the right to practice religion or belief, receive physical and spiritual care, education and training, recreational activities, health services and adequate nutrition, information services, legal counseling and legal assistance, submit complaints, access reading materials and permitted mass media, receive humane treatment and protection from torture, exploitation, neglect, violence, and other acts that endanger physical and mental well-being, receive occupational safety guarantees and wages or work incentives, obtain social services, and receive or refuse visits from family members, advocates, companions, and members of the community. In addition, inmates who meet the applicable requirements are entitled to remission, assimilation, family visitation leave, conditional leave, pre-release leave, and parole. Articles 8 and 11 of Law No. 22 of 2022 regulate the obligations of detainees and inmates. The study identified six categories of obligations, all of which have been implemented at the Ponorogo Class IIB State Detention Center. Detainees and inmates are required to comply with institutional regulations, maintain a clean, safe, orderly, and peaceful environment, and respect the human rights of others. Detainees are also required to participate properly in service programs, while inmates are required to participate in rehabilitation programs. In addition, inmates are required to engage in productive work while taking their health conditions into consideration.
