Abstract

Accelerating regional investment is one of the government's efforts to promote economic growth, create employment opportunities, and improve public welfare through the simplification of risk-based business licensing. In this process, paralegals serve as non-litigation legal assistants who help investors fulfill various licensing requirements. This study aims to analyze the role of paralegals in supporting the acceleration of regional investment, particularly in fulfilling licensing requirements through the Online Single Submission Risk-Based Approach (OSS RBA) system. The method used is normative juridical research with a statutory approach, supported by interviews with relevant parties. The results show that paralegals play a role in conducting preliminary assessments of business locations based on the Detailed Spatial Plan (RDTR) and KKPR, checking land status, determining the Indonesian Standard Industrial Classification (KBLI), collecting and managing investor documents, and assisting in the fulfillment of ANDALALIN and Environmental Impact Assessment (AMDAL) requirements. Paralegals also serve as a link between investors and local governments, enabling the licensing process to be carried out in an orderly manner, in accordance with applicable regulations, and with minimized legal risks.
