Abstract

ABSTRACT
Indonesia is a developing agrarian country in which the agricultural sector is the sector that contributes more. The agricultural sector is still one of the priorities that get the government's attention, because the growth and development of the agricultural sector is one of the keys to national development. The magnitude of the potential possessed and the magnitude of the need in the field of agriculture requires community empowerment, especially farmers. Many efforts have been made by the government, agricultural industry players and especially farmers to return to organic farming patterns. One of the government's efforts to empower farmers is to launch a go organic program. The formulation of the problem in this research is how is the role of local government in empowering organic rice farmers in Pangkur District, Ngawi Regency? And what are the inhibiting and supporting factors for the empowerment of organic rice farmers in Pangkur District, Ngawi Regency?. The type of research used by the researcher is a qualitative method with a descriptive approach. The informant determination technique used in this research is purposive sampling technique. Sources of data needed are primary and secondary data. The data collection method used in this research is by observation, interviews and documentation. The data analysis method used in this research is descriptive qualitative analysis. The conclusion that can be obtained is the role of the local government in the empowerment of organic rice farmers in Pangkur District, Ngawi Regency, namely the role of facilitator, role of modernizer, role of innovator and role of pioneer. While the inhibiting factor for the empowerment of organic rice farmers in Pangkur District, Ngawi Regency, is the first inhibiting factor, namely from the human aspect, the second inhibiting factor is from the raw material aspect and the third inhibiting factor is from the environmental aspect. The supporting factors are agricultural knowledge, motivation, resources, insight and power.
