Abstract
Penelitian ini untuk menggambarkan penerapan e-government Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu dalam efektivitas pengguna terhadap website Ponorogo Investment Service Center. Penelitian ini lebih berfokus pada perilaku masyarakat atau pengguna layanan website E-Government. Menerapkan teori The Unified Model of Electronic Government Adoption (UMEGA) untuk menjabarkan beberapa indikator guna mengukur efektivitas pengguna dalam menggunakan Website Ponorogo Investment Service Center. Penelitian ini menggunakan metode dengan pendekatan kualitatif. Penerapan E-government melalui Ponorogo Investment Service Center sudah diterapkan dan terintregrasi Kabupaten Ponorogo. Website masih memiliki keamanan data yang belum maksimal dan jika ada kendala atau kebocoran data akan dengan langsung membersamai pihak ketiga untuk pengelolaan kembali data. Permasalahan seperti jumlah server yang kurang memadai dan infrastruktur jaringan, keamanan data yang kurang kuat untuk mengakses jaringan, Hal ini membuat sikap dan niat perilaku pengguna atau investor terbagi menjadi 2 bagian dengan secara terpisah dalam penilaian efektivitas terhadap Website. Resiko yang dirasakan mempengaruhi sikap menuju nilai perilaku atau penggunaan. Hal ini berpengaruh terhadap efektivitas penggunaan website Ponorogo Investment Service Center. Secara keseluruhan, penerapan E-Government melalui website Ponorogo Investment Service Center telah memberikan manfaat dalam memudahkan akses informasi investasi daerah bagi masyarakat dan pengusaha. Namun, masih ditemukan beberapa kekurangan yang perlu diminalisir untuk meningkatkan efektivitas dan popularitas website ini serta memastikan keamanan data pengguna. Dengan bertahap dalam pengembangan dan pembenahan, diharapkan website ini dapat menjadi yang lebih efektif dalam memberikan pelayanan publik yang lebih baik di Kabupaten Ponorogo. Kata kunci: Penerapan; E-government; The Unified Model of Electronic Government Adoption (UMEGA); Ponorogo Investment Service Center; This research is to describe the implementation of the e-government Investment Service and One-Stop Integrated Service in user effectiveness of the Ponorogo Investment Service Center website. This research focuses more on the behavior of people or users of E-Government website services. Applying The Unified Model of Electronic Government Adoption (UMEGA) theory to describe several indicators to measure user effectiveness in using the Ponorogo Investment Service Center Website. This research uses a method with a qualitative approach. The implementation of E-government through the Ponorogo Investment Service Center has been implemented and integrated with Ponorogo Regency. The website still has data security that is not maximized and if there are problems or data leaks, it will immediately assist third parties for data re-management. Problems such as an inadequate number of servers and network infrastructure, data security that is not strong enough to access the network, this makes the attitudes and behavioral intentions of users or investors divided into 2 parts separately in evaluating the effectiveness of the Website. Perceived risk influences attitudes toward value behavior or use. This affects the effectiveness of using the Ponorogo Investment Service Center website. Overall, the implementation of E-Government through the Ponorogo Investment Service Center website has provided benefits in facilitating access to regional investment information for the public and entrepreneurs. However, there are still some deficiencies that need to be minimized to increase the effectiveness and popularity of this website and ensure the security of user data. With gradual development and improvement, it is hoped that this website can become more effective in providing better public services in Ponorogo Regency.
