Abstract

ABSTRACT This research aims to explain the efforts of the Ponorogo Regency Government to join the UNESCO Creative Cities Network (UCCN) from the perspective of public planning. Public policy is defined as the authority of the government to carry out its duties and functions related to the community and business world. This study uses a qualitative approach to collect in-depth data through interviews and documentation. The research location is in Ponorogo Regency, focusing on the efforts of the local government together with local arts and culture communities to create a conducive environment for the development of creativity to meet the criteria of UCCN. The research identifies that policy implementation involves effective communication, availability of resources, disposition of policy implementers, and a supportive bureaucratic structure. The results of the study show that although Ponorogo has not yet succeeded in becoming part of the UCCN network, the efforts made through various creative programs, such as the Ponorogo Creative Festival (PCF) and synergy with various parties, demonstrate a strong commitment to achieving this goal.
