Abstract
Penelitian ini bertujuan untuk menganalisis penerapan program e-retribusi pasar tradisional dalam peningkatan Pendapatan Asli daerah (PAD) di Kota Madiun dengan menggunakan metode penelitian Kualitatif. Dalam penelitian ini, informasi dikumpulkan melalui teknik wawancara dengan penentuan informan menggunakan puposive sampling. Teori yang menjadi landasan utama adalah teori e-Government dari Indrajit tahun 2016. Model pendekatan yang digunakan dalam konsep e-Government adalah model World Bank. Dalam teori e-Government mencakup empat relasi yaitu Government to Government, Government to Citizens, Government to Business, dan Government to Employees. Hasil pembahasan dari penelitian ini adalah implementasi program e-retribusi pasar tradisional yang ada di Kota Madiun, pembayaran e-retribusi dibagi menjadi dua teknis pembayaran. Pembayaran e-retribusi pedagang ojokan melalui petugas pungut yang ada di lapangan dan pembayaran e-retribusi pasar untuk pedagang bedak/los/kios melalui Bank Jatim yang ada di Kota Madiun. Dengan adanya e-retribusi pasar tradisional, Pendapatan Asli Daerah (PAD) Kota Madiun lebih meningkat secara signifikan dari tahun sebelumnya sehingga hasil dari pungutan e-retribusi pasar dapat digunakan secara maksimal untuk meningkatkan kesejahteraan masyarakat. Kata Kunci : Implementasi, E-Retribusi Pasar, Peningkatan Pendapatan Asli Daerah (PAD) This research aims to analyze the implementation of the traditional market e-retribution program in increasing Regional Original Income (PAD) in Madiun City using qualitative research methods. In this research, information was collected through interview techniques by determining informants using purposive sampling. The theory that is the main basis is the e-Government theory from Indrajit in 2016. The approach model used in the e-Government concept is the World Bank model. In e-Government theory, it includes four relationships, namely Government to Government, Government to Citizens, Government to Business, and Government to Employees. The results of the discussion from this research are the implementation of the traditional market e-retribution program in Madiun City, e-retribution payments are divided into two payment techniques. Payment of e-retribution for ojokan traders through collection officers in the field and payment of market e-retribution for powder/stall/kiosk traders through Bank Jatim in Madiun City. With the existence of traditional market e-retributions, Madiun City's Regional Original Income (PAD) has increased significantly from the previous year so that the results from e-market levies can be used optimally to improve community welfare.
