Abstract

SUMMARY Land is one of the natural resources that has an important meaning for the survival of the Indonesian nation. Land is an object that plays an important role in human life, so land must be maintained, managed and utilized as well as possible so that it becomes a source of welfare for both owners and even prosperity for the community. One of the problems that is still on the government's agenda is regarding land disputes, this incident occurred due to the lack of legal certainty over land so that it could trigger land disputes in various regions of Indonesia. In this thesis, the author formulates 2 main problems that will be discussed through several references and also research. The formulation of the problem is, whether the mass registration policy of land certificates has succeeded in increasing the level of security of land ownership in Bringin Village, Ponorogo, and the formulation of the second problem is, what are the obstacles in the mass registration of land certificates in increasing the level of security of land ownership in Bringin Village, Ponorogo. This study uses a type of research with an empirical legal method, where this study emphasizes the existing reality in order to obtain data used for research by means of interviews, observations, and documentation. This study uses primary data sources obtained directly from the community, and this study uses data analysis techniques with descriptive methods by explaining data narratively to convey an explanation. The results of this study indicate that the mass registration policy of land certificates has succeeded in increasing the level of security of land ownership and there are several obstacles in the implementation of the program from the creation of mass land certificates. However, it was also found that this land registration program was not free but there was an administration fee of Rp. 500,000 Keywords: Policy, Security, Land Ownership
