Abstract
The village of Balong has had both modern and traditional markets serving the daily needs of the local community and surrounding areas. Buyers from various villages outside Balong have come using various modes of transportation such as bicycles, motorcycles, cars, pedicabs, bentors, horse-drawn carriages, angkudes, pick-ups, trucks, and buses. These modes of transportation have required parking attendants to ensure the community feels comfortable when shopping in the crowded market. Based on Articles 1706 and 1714 of the Civil Code, custodians must take good care of and return entrusted items properly. This has created standard clauses in the legal relationship between consumers and business operators. The aim of this study has been to describe the attitudes and implementation of parking attendants based on standard clauses. This research has used a field study method with an empirical juridical approach involving a sample of 10 respondents: parking attendants. Data collection was obtained through observation, interviews, and documentation. The research data were processed using descriptive analysis, which provided explanations using narrative analysis techniques. The results of the study have shown that the average parking attendant did not recognize the term "standard clause" due to a lack of legal understanding in the community. There were differing opinions among parking attendants regarding the fairness of including standard clauses on parking tickets. In practice, parking attendants under the auspices of individuals, the Department of Transportation (DISHUB), the Military Rayon Command (KORAMIL), and the Department of Trade, Cooperatives, and Micro Enterprises of Ponorogo Regency did not include standard clauses on parking tickets. However, parking attendants have endeavored to maintain consumer security and comfort by providing advice and maintaining a good work ethic, despite challenges such as varying rates and work systems.
