ABSTRACT

ANALYSIS OF DISBUDPARPORA CAMPAIGN MODEL
IN THE IMPLEMENTATION OF THE REOG MONUMENT DEVELOPMENT PROGRAM ON B
UKIT GAMPING SAMPUNG PONOROGO

The construction of the Reog Monument and the Museum of Civilization in Sampung District is one of the strategic efforts of the local government to increase tourist attractions and preserve cultural heritage. However, this development process faces challenges in the form of potential resistance from the local community, especially the limestone miners who feel that their existence can be disturbed. This study aims to analyze the campaign model carried out by the Tourism Office in involving the local community, in order to create understanding and support for the development. The method used in this study is qualitative, with a case study approach. Data were collected through in-depth interviews, observations and documentation studies. This study uses the theory of development communication, which emphasizes the importance of participatory communication in the development process to encourage active community involvement.
The results of the study show that the Tourism Office has succeeded in creating effective two-way communication with the community through dialogue, socialization, and involvement in the planning process. Participatory approaches, such as education on the economic and social benefits of development, are key to changing public perceptions, especially the limestone miners. Public support is achieved through information transparency, conflict management, and providing alternative solutions for those affected.
