Abstract

Employees are required to carry out tasks according to the Employee Operational Standards (SOP) that have been set. No one can be creative on their own, this can be seen from the apparatus who do not show any differences in work with other apparatus. And what drives the Ngrayun District apparatus, Ponorogo Regency, to not be creative is also because this aspect does not provide any benefits either from their career level or for additional incentives, so that the Ngrayun District apparatus, Ponorogo Regency is reluctant to be creative. This needs more attention from the local government, where, if the Ngrayun District apparatus, Ponorogo Regency, is given the freedom to be creative as it should be, then the service will also be better. The aspect of employee responsiveness in terms of helping people who need services, especially people who are confused about the service, has been seen between officers and visitors who communicate with each other.
