ANALISIS PERATURAN MENTERI KOMUNIKASI DAN DIGITAL NOMOR 8 TAHUN 2025 TENTANG LAYANAN POS KOMERSIAL DALAM PERSPEKTIF MODEL MERILEE S. GRINDLE

This study aims to analyze the implementation of the Minister of
Communication and Digital Regulation Number 8 of 2025 concerning Commercial
Postal Services from the perspective of Merilee S. Grindle's policy implementation
model. This regulation is designed to organize commercial postal services amidst
the rapid development of the digital economy, but in practice it gives rise to various
dynamics and responses from industry players, MSMEs, and courier workers. This
study uses a qualitative method with a content analysis approach to policy
documents, academic literature, and secondary data from official sources and the
mass media. The results show that conceptually the policy content has been
formulated with clear objectives, but its implementation still faces obstacles in the
implementation context, such as weak coordination between institutions, the
dominance of certain actors' interests, and low response and compliance of target
groups. By using the Grindle model, this study reveals a gap between das Sollen
and das Sein in the implementation of the policy.
