ABSTRACT

This research aims to analyze the implementation of the village administration system in supporting public services in Pangkal Village, Sawoo District, Ponorogo Regency. This study employs a descriptive qualitative approach using data collection techniques such as interviews, observations, and documentation. The research informants include the village head, village officials, and community members as service users. Data analysis was conducted using the interactive model of Miles and Huberman, consisting of data reduction, data display, and conclusion drawing.

The results show that although Pangkal Village's village administration system has been incorporated into everyday public services, it has not been fully institutionalized. The ability of village authorities is unequal, coordination among village officials is still informal, archival management is still manual and unstructured, and service operations are not yet codified in written standard operating procedures. While the New Public Service theory suggests that public services are community-oriented but still need to be improved in terms of fairness and transparency, analysis based on Max Weber's bureaucratic theory reveals that the village administration system has not fully complied with the principles of rational bureaucracy. The study comes to the conclusion that enhancing the village administration system is an essential precondition for raising the caliber of public services.
