This research aims to find out what strategies the Ponrogo Regency Government has implemented to improve the Swasti Saba Health Regency Predicate and to find out what factors influence the Ponorogo Regency Government. This theory uses public policy theory according to William N. Dunn which is divided based on six criteria, namely effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. This research method uses descriptive qualitative data collection techniques through interviews, observation and documentation. The results of this research show that in implementing a Healthy Regency, Ponorogo Regency has implemented a Healthy Regency program with a focus on the health sector. This program is an initiative of the Ponorogo Regency Government to create clean, safe, comfortable and healthy living conditions for its residents, by implementing several arrangements.
