This study aims to analyze the implementation of Ponorogo Regency Regional Regulation Number 5 of 2020 in the management of the Ponorogo Public Drinking Water Company (PDAM). This regulation is expected to serve as a legal basis for improving the quality of efficient, affordable, and sustainable drinking water services for the community. Using an empirical juridical approach, this study explores the reality of policy implementation through field observations, interviews with relevant parties, and analysis of supporting documents. The results show that the implementation of the Regional Regulation has been carried out through PDAM institutional restructuring, service system improvements, and strategic planning. However, its implementation still faces various obstacles, such as budget constraints, uneven infrastructure, and low community participation. In addition, internal factors such as the quality of human resources and internal monitoring systems also hinder the effectiveness of the policy. Therefore, synergy is needed between the local government, PDAM management, and the community to ensure optimal regulation implementation. This research contributes to the development of regional drinking water policies that are more responsive and adaptive to local challenges.
