Persons with disabilities are a vulnerable group who experience physical, intellectual, mental, and/or sensory limitations and therefore require state protection, including the fulfillment of basic food needs. The government, through the Ministry of Social Affairs and local governments, implements a food assistance program for persons with disabilities as part of social welfare services. This study aims to analyze the effectiveness of government policy in the procurement of food assistance packages for persons with disabilities in Babadan District, Ponorogo Regency, and to identify the supporting and inhibiting factors in its implementation. This research employs a qualitative case study approach. Data were collected through in-depth interviews, observation, and documentation involving community groups (Pokmas), facilitators, couriers, and beneficiaries. Data analysis is based on William N. Dunn’s public policy effectiveness framework, which includes indicators of effectiveness, efficiency, adequacy, equity, appropriateness, and responsiveness. The findings indicate that the food assistance program has generally been implemented and provides tangible benefits in meeting the daily food needs of persons with disabilities. The program is considered sufficiently effective, particularly in terms of target accuracy and responsiveness. However, several challenges remain, including limited resources, issues with beneficiary data accuracy, and technical constraints in distribution. Supporting factors include local government commitment, active community involvement, and clear policy support, while inhibiting factors relate to administrative issues, limited facilities, and coordination among implementing actors. Therefore, although the program has had a positive impact, improvements in technical implementation and governance are necessary to ensure a more optimal, sustainable, and well-targeted policy.
