The construction of the Ponorogo Reyog Monument is a strategic policy of the Ponorogo Regency Government in an effort to preserve culture and develop regional tourism. This study aims to analyze the implementation of local government policy in planning the development of the Reyog Monument as a tourist attraction in Ponorogo Regency and to identify supporting and inhibiting factors. This study used qualitative methods. Data collection was conducted through interviews, observation, and documentation. Data analysis employed the interactive model of Miles and Huberman, grounded in the theory of policy implementation by Van Meter and Van Horn. The results indicate that the implementation of the Reyog Monument development planning policy has proceeded according to local government policy directions, but still faces obstacles in aspects of inter-agency coordination, resource availability, and community participation. Therefore, improved coordination, strengthening the role of implementers, and community involvement are needed so that the Reyog Monument can develop sustainably as a cultural icon and regional tourist attraction.
