Magetan Regency is an area with a high potential for natural disasters, such as landslides, floods, strong winds, and droughts. These conditions require effective, integrated, and sustainable disaster management governance. The Regional Disaster Management Agency (Badan Penanggulangan Bencana Daerah/BPBD) of Magetan Regency serves as the leading sector in the implementation of disaster management at the regional level. This study aims to examine and analyze the governance of BPBD Magetan Regency in disaster management efforts and to identify the supporting and inhibiting factors in its implementation.
This research employs a qualitative method with a case study approach. Data were collected through interviews, observations, and documentation. The research informants consisted of officials from BPBD Magetan Regency, related agencies, and communities affected by disasters. Data analysis was conducted through data reduction, data presentation, and conclusion drawing.
The results indicate that the governance of BPBD Magetan Regency in disaster management has been implemented in accordance with applicable laws and regulations and covers the pre-disaster, emergency response, and post-disaster phases. However, several obstacles remain, including limited human resources, facilities and infrastructure, and suboptimal cross-sectoral coordination. Supporting factors in disaster management include the commitment of the local government, regulatory support, and community participation. Therefore, efforts to strengthen institutional capacity and enhance inter-agency coordination are necessary to achieve more effective disaster management governance in Magetan.
