This research aims to analyze the effectiveness of the Village Revenue and Expenditure Budget (APBDes) in realizing the principles of good governance in Selur Village, Ngrayun District, Ponorogo Regency. The study focuses on community participation, transparency, and accountability in village financial management. The method applied in this research is descriptive qualitative. Data was collected thru in-depth interviews with four key informants: the Village Head, the Village Treasurer, the BPD Chairman, and community representatives. The research results indicate that the implementation of the Village Budget (APBDes) has reflected the spirit of good governance, but its implementation still faces various obstacles. Community participation is still formal and has not reached all segments of the population, especially in remote areas. Transparency has been implemented thru information boards and village forums, but it is not yet fully accessible and understandable to the community. Accountability is evident in the documentation and periodic reporting, but it is not yet supported by strong public oversight. The main hindering factors include geographical conditions, technological limitations, and low institutional capacity. Thus, the effectiveness of the Village Budget (APBDes) in Selur Village is considered quite good but still requires strengthening in terms of community empowerment and increasing the capacity of village officials.
