This descriptive qualitative study aims to analyze the collaboration between BPBD Ponorogo and the community, the level of community participation, as well as the obstacles and supporting factors in realizing DESTANA in landslide-prone Baosan Lor Village. Data were collected through interviews, observations, and documentation, then analyzed using the Miles and Huberman model. The results show that the collaboration was driven by a shared awareness of regional vulnerability. This synergy successfully drafted a Contingency Plan and established the Disaster Risk Reduction Forum (FPRB) and Task Force via a Village Head Decree. The main obstacle is financial limitations due to the absence of a specific APBDes budget for DESTANA. As a solution, the village government maximizes local organizations (Youth Secretariats, Linmas, PKK), while BPBD deploys field staff and a logistics warehouse in Ngrayun District to overcome geographical distance. On the other hand, community participation is very high in building village resilience. Citizens are actively involved through mutual cooperation (gotong royong), the ability to read natural signs (ground cracks), rapid volunteer reporting, and independent night patrols during extreme rainfall.
