Abstract
The Department of Manpower plays a crucial role in addressing various employment-related issues in the region, prioritizing quality service for the public in the application of Digital Identity. This study aims to understand the service of Digital Identity application and the obstacles encountered in the Digital Identity application process at the Department of Manpower in Ponorogo Regency. The researcher employs a qualitative approach. Data collection involves observation, interviews, and documentation, with data analysis using data collection, data reduction, data presentation, and conclusion drawing. Digital identity is the utilization of digital technology, transforming physical forms into digital ones. The primary function of digital identity is to be used as a recommendation for passport issuance, thereby facilitating the process. The procedures undertaken during the reception of prospective Indonesian Migrant Workers (CPMI) involve administrative steps that include submitting important documents and digital identification, which have proven essential to ensure the smooth and secure process. These steps include applying for passport recommendation, endorsement of placement agreements, and digital identity application through the SIAPkerja application. Based on a SWOT analysis, it was found that the service for Digital Identity applications is still inadequate due to internal and external factors that hinder the application process, such as differences in regulations between regions, lack of understanding among prospective PMI about digital identity, server errors preventing logins, and errors in filling out digital identity forms leading to repeated applications. However, the Department of Manpower continues to evaluate to ensure that the digital identity service becomes more professional and unobstructed, while still protecting the personal documents of prospective PMI. Thus, the implementation of digital identity is expected to provide greater benefits for Indonesian migrant workers in obtaining legal protection and easier and more efficient repatriation facilities.
