Abstract
SMEP, or Monitoring Evaluation Reporting System, is a web-based application owned by the Development Administration Division of the Regional Secretariat Ponorogo. It is designed to provide information about the progress of procurement of goods and services within the scope of the Ponorogo Regency Local Government. The process of reporting complaints and consultation requests related to the SMEP application is currently carried out manually through the WhatsApp platform. However, there is no mechanism to summarize and process information from the service-related reports submitted. The Development Administration Division of the Regional Secretariat has identified the need to develop a web-based application specifically for service complaints. This application will be integrated with the WhatsApp Chatbot to enhance interactive communication with users, and will use the Sequential Search algorithm to accelerate database searches. The main goal is to significantly improve the quality of SMEP services. The development method used is Research and Development (R&D) with the waterfall model development procedure. The resulting application is expected to provide intuitive and responsive complaint services and give administrators the capability to manage incoming data and information through both the web and WhatsApp. Therefore, the implementation of this application is expected to contribute positively to improving the efficiency and effectiveness of the SMEP application services.
