Abstract

Improving-the-quality-of-public-health services requires innovation-that-can overcome-complex
administrative and bureaucratic obstacles. This study discusses the implementation of PecelSIPDok (Fast
Service with Electronic Doctor's License), a digital-based system designed to accelerate the process of
issuing Doctor's Practice License (SIP) in Madiun City. By adopting a Smart City approach, Pecel SIPDok
utilizes information technology to simplify administrative procedures, increase time efficiency, and ensure
the legality of standardized doctor's practices. This study uses qualitative methods with interview,
observation, and documentation techniques to explore the effectiveness of program implementation. The
results show that Pecel SIPDok not only accelerates the issuance of SIP, but also increases the level of
public trust in health services. The main supporting factors are regulatory support and technology
infrastructure, while obstacles include user understanding of new technologies. This study concludes that
the implementation of digital innovations such as Pecel SIPDok contributes significantly to improving
public health and supporting regional development goals.
