Abstrak

Aplikasi SRIKANDI (Sistem Informasi Kearsipan Dinamis Terintegrasi) merupakan apliksai pengadministrasian pesuratan berbasis digital yang dikembangkan oleh pemerintah melalui lembaga Arsip Nasional Republik Indonesia (ANRI). Aplikasi ini berfungsi untuk mengelola arsip dinamis yang teritegrasi antar instansi di pemerintahan secara digital, mulai dari poses pembuatan surat, penandatanganan elektronik, pengiriman, pendisposisian sampai pada pengarsipan surat secara digital. Aplikasi ini mendukung penerapan E-Government atau pemerintahan berbasis elektronik yang merupakan konsep pemanfaatan teknologi informasi dan komunikasi oleh pemerintah untuk meningkatkan kualitas layanan publik serta mempercepat proses administrasi.
Penelitian ini bertujuan untuk menganalisis implementasi aplikasi SRIKANDI serta dampaknya terhadap kecepatan dan efisiensi pengelolaan surat menyurat di Sekretariat Daerah Kota Madiun. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Informan penelitian terdiri dari pejabat struktural, staf persuratan, serta pengelola aplikasi SRIKANDI di lingkungan Sekretariat Daerah Kota Madiun. Teknik analisis data menggunakan model analisis data interaktif Miles dan Huberman yang meliputi reduksi data, penyajian data, serta penarikan kesimpulan.
Hasil penelitian menunjukkan bahwa implementasi aplikasi SRIKANDI di Sekretariat Daerah Kota Madiun mampu meningkatkan kecepatan dan efisiensi pengelolaan surat menyurat. Proses persuratan yang sebelumnya dilakukan secara manual kini beralih menjadi sistem digital yang terintegrasi, sehingga mempercepat distribusi surat, mempercepat proses disposisi, serta mempermudah pencarian arsip. Selain itu, penggunaan SRIKANDI juga mampu mengurangi penggunaan alat tulis kantor dan biaya operasional administrasi. Meskipun demikian, masih terdapat beberapa kendala dalam pelaksanaannya, seperti ketergantungan terhadap jaringan internet serta perbedaan kemampuan penerimaan teknologi di kalangan pegawai.
Dengan demikian, dapat disimpulkan bahwa implementasi aplikasi SRIKANDI memberikan kontribusi positif terhadap peningkatan kualitas pelayanan administrasi pemerintahan serta mendukung terwujudnya tata kelola pemerintahan daerah yang modern berbasis teknologi informasi.

Abstract

The SRIKANDI (Integrated Dynamic Archiving Information System) application is a digital-based correspondence administration application developed by the government through the National Archives of the Republic of Indonesia (ANRI). This application functions to digitally manage dynamic archives integrated across government agencies, from letter creation, electronic signing, delivery, disposition, and digital archiving. This application supports the implementation of e-Government, or electronic government, which is the concept of utilizing information and communication technology by the government to improve the quality of public services and accelerate administrative processes.
This study aims to analyze the implementation of the SRIKANDI application and its impact on the speed and efficiency of correspondence management at the Madiun City Regional Secretariat. This study used a qualitative approach with descriptive methods. Data collection techniques were conducted through interviews, observation, and documentation. The research informants consisted of structural officials, correspondence staff, and SRIKANDI application managers within the Madiun City Regional Secretariat. The data analysis technique used the Miles and Huberman interactive data analysis model, which includes data reduction, data presentation, and conclusion drawing.
The results of the study indicate that the implementation of the SRIKANDI application at the Madiun City Regional Secretariat has improved the speed and efficiency of correspondence management. The previously manual correspondence process has now shifted to an integrated digital system, accelerating letter distribution, expediting the disposition process, and simplifying archive retrieval. Furthermore, the use of SRIKANDI has reduced the use of office stationery and administrative operational costs. However, several obstacles remain in its implementation, such as dependence on the internet and differences in technology acceptance among employees.
Therefore, it can be concluded that the implementation of the SRIKANDI application has made a positive contribution to improving the quality of government administration services and supporting the realization of modern, information technology-based regional governance.
